The Mt. Whitney Lottery will be open starting February 1.
Applications are accepted on-line from February 1 through March 15 via recreation.gov at: https://www.recreation.gov/permits/233260
As a reminder, submit one application per group. Groups or households that submit multiple applications will be rejected.

Mt. Whitney is a non-technical hike when there is no snow. Otherwise, winter mountaineering skills are needed to summit (ice ax, crampons, prepared for avalanches, etc.). The significant snowpack may require winter skills well into the summer this year.

I don't give out specific route information, my belief is that it takes away from the whole adventure spirit of a trip, if you need every inch planned out, you'll have to get that from someone else.
