implies (to me at least) that it is legal to do a loop with an Alta permit that returns on the HST. So for example you could do a loop up through Tableland and then return back to Wolverton via the HST. Just don't forget something and have to turn around and walk eastbound to retrieve it.

There are rarely any quota restrictions for hikers returning to civilization. For hikers leaving civilization and heading out, the quota restrictions are mostly to keep the hikers dispersed and not clogged up in one spot.
