Using mules to deliver supplies leaves the helicopters free for other critical missions. Plus mules work in all kinds of weather.
This fire is deep in the Trinity Alps Wilderness. Normally it would be a modified suppression/confine strategy, but due to Covid and other factors it is being fully suppressed. So base camps are set up in the Wilderness to support the firefighting.
