Can somebody please tell me if Picket Guard lake is the lake with the red arrow or the purple arrow pointing towards it?

It's the red arrow. Technically, the purple arrow is in Kaweah Basin, not Picket Basin.

Are you certain? The last time I was there I did not see any red arrow.
