Impossible to tell from the facts given. There is more than one place on Earth where that can occur (Yes, there is! Think outside the box.) And polar bears are not native in the other location.
Um... well... it was a good idea, but he does shoot the bear. Now, I suppose one could conceive of various peculiar ways a bear might somehow have managed to get to the alternate location you're thinking of, but they're all pretty improbable.
