On the forest service web site, it says the dates that the road is open and permits available. If I remember correctly, only Sat and Sunday and on days the shuttle runs. No walking if the shuttle is not running.
Edina is gorgeous, garnet is gorgeous, the entire area is fantastic, albeit too crowded nowadays. All three trails are wonderful. If you can, make a loop. I agree, you should try to stick to your permit info. However, high trail gives fabulous views and passes through a wonderful red fir forest. The river trail has gorgeous flowers. Each one has something.
I remember Eliza having better, legal, camping spots above the lake, next to the creek. Garnet has a great sandy beach for swimming but, I do not remember good, legal camping. …But, last time I was there was over 10 years ago, before the crowds.
