The standard tanks in this size should never be refilled. It is unsafe and they are labeled as such. There are tanks that are designed to be refilled, though, and they are constructed differently. It is my nature to tend toward caution, but I am not aware of there having been any problems with the cylinders that are especially made to be refillable.
