Chiming in a bit late guys, but theres a trail to Pryor Lake. It starts at the end of the FS road you tried to access. The road crosses the outlet to Pryor at about 7,750' and the trail starts on the east side of the creek and heads up the ridge S/SE to the lake. On my one visist, I hiked most of the way in cross country along the west side of the creek. Not overly steep but brushy and a pain indeed. At about 8,100' just below the lower Pryor Lake I saw a couple walking merrily along to the east of me. Seemed to be making awfully good time for cross country travel, so I wandered over to where they had been along the ridge and found the trail. The hike out was much simpler.
