Kern River Festival - Kernville

Have any of you been to this? We have a "Plan B" trip to J-Tree if we get rained out of the Lost Coast so will be driving close by Kernville while while this event is happening and wondered what it is like. It is worth a stop. We are not boaters but may enjoy the festivities.
