Schmalz, here is link to a webcam overlooking the Kern river. I didn't look to see how far you can go back but each day is recorded and can be watched as a 24hr period. Is this something you are looking for.

I don't believe you have to ask for permission to use the images. Perhaps if you were profiting in some way from them but due to the fact that they aren't placed under any specific copy right label and are open to anyone you can use them and if by some stretch the owner of the cams did not want the use it would require them to see the finished product and begin some sort of dispute then.
