some areas you can...which area are you looking at?...if it's Yosemite they have an online form and will usually get back to you within a couple of days...most places in CA are offline but for example if you call Emigrant W. they will leave the pass out for you if you are driving up after hours.

As far as I know, you can reserve a permit on line for $15 bucks? But that reservation is still a hassle because they will not mail or email the permit to you, instead you have to wait for the ranger station to open up (bankers hours) to get your permit. This wastes a good portion of your hiking time (1/2 day). It's a pain in the ass to have to leave a day or 1/2 day ahead of your hike just to get a permit.

Yeah, some stations will leave your reserved permit out for you, but others are A-holes, and still others don't have a phone.
